January 28,2001 The combined meeting of the board and general meeting were called to order at 9:42 am by Paul Gibson, President. The Secretary/Treasurer, Bruce Moorash, was not present. John, W1JMA, took the minutes. The minutes from the December 10th general and Board meetings were read and modified for two changes. The modified minutes were accepted by the membership. There was a general discussion regarding the intent of the "legal" language passed in the December 10th board meeting. The gist of this language adopted was to state that CSMA would not tolerate legal action against itself from any ham having a problem with the voluntary coordination process. Paperwork to incorporate CSMA will be ready for next meeting on April 1, 2001. A discussion was had regarding the continued absence of the Secretary/Treasurer. Two issues were discussed, one the status of the bank account now that the dues are being collected. The officers instructed Paul Gibson to open an account and deposit the proceeds. Paul will also call Bruce and determine if he still wishes to be Secretary/Treasurer. A motion was made and accepted to authorize Paul to open the bank account. All dues collected should be forwarded to Paul Gibson at this time for deposit. Mark Casey discussed that the information for the repeater guide had been sub- mitted. Cross Coordination of the 179 repeaters registered with CSMA are in the cross coordination process. John, W1JMA, mentioned that the 146.715 pair is in use by a machine in Selden NY. The machine is under DPL. CARA was to use this frequency, but, in light of this development it will be withdrawn by CSMA and removed from the repeater guide. Mark discussed that better than 50% of the Connecticut repeaters recognized CSMA meeting the NFCC standard for said recognition. Mark discussed the link frequency and ATV issues. The links are tracked but not reported in RG and the ATV's have been listed. Ken Weith, KD1DD, mentioned the continued interference problem with the CARA 447.775 machine. A repeater in Long Island is causing the frequency. Members from the PCARA group in New York arrived at 10:25am. PCARA and CARA share the same frequency pair of 146.67 and continue to work out a coexistence arrange- ment. PCARA members discussed the status of MetroCor. Coverage maps regarding the PCARA and CARA machine were presented and reviewed by members. Mark Casey discussed the use of a band plan. Mark distributed a 2m plan. Discus- sion pursued regarding a 4khz deviation. The plan distributed will be discussed again in next meeting. The plan is very similar to the one adopted by the ARRL. Mark again discussed the idea of putting the CT machines into a classification sys- tem. Mark said that the Bethel machine was in the cross coordination process. Mark also acknowledged that the Ridgefield RCOMM paperwork was in process. The next meeting is on Sunday 4/1/01 at 11am at the Southington Hamfest. Meeting closed at 11am. Submitted, John M.
