CSMA Meeting Sunday September 10, 2006 Manchester CT The meeting was called to order at 10am by Paul Gibson, N1TUP. The minutes of the previous meeting were read. Amendments were made regarding mileage listed. The amended minutes were accepted. The Treasurer's report was read and accepted. The balance in the checking account is $2,363.28. The report was accepted. Frequency Coordinators report: The following repeaters were sent out for cross coordination's: K1sox 444.55 N7prd 444.100 WA1mik 927.4125 Cross Coordination's Complete: K1sox, n7prd, wa1mik, w1fsm 447.275, w1qi 53.310, aa1wu 145.310 CSMA Cross Coordination's Pending: KB1dni 145.150 Cross Coordination's from NESMC 145.210 Coventry, RI 146.910 N Kingston, RI 147.120 Portsmouth, RI 147.390 New Shoreham, Block Island, RI The coordination's were approved. CSMA needs help to complete its database. All emitter owners are asked to submit papers with the appropriate documentation. Papers for filing this information can be found on the CSMA website. Repeater Directory deadline is 12.1.06 W1QI, 147.300 still awaiting final cross coordination from ARCC. This cross coordination has been slow in coming. The FC will follow up with the group. Discussion was had on a letter to all emitter owners asking again for updated information for the database. The repeaters are coordinated for a period of 3 years. Updated or renewal information will help all emitters in CT. Some in attendance discussed why the guidelines for mileage were changed at the last meeting. After discussion it was affirmed that the changes were in the best interest of all CT emitter owners. New Business: CSMA Statement on Digital Repeater Operation. CSMA is aware of the need for an official statement concerning Digital voice repeater operation. We are also aware of the need to formulate a frequency utilization plan to allow for coordination, construction and the operation of digital systems including, but not limited to D-Star and APCO-25 type of systems. In the meantime CSMA will issue coordination's using our existing coordination band plan & guidelines. Any digital coordination issued will be with the understanding that any digital voice repeater that receives coordinated status may be required to change frequencies at a later date. The following changes to the bylaws were approved by all in attendance. OFFICERS Section 1. The Officers of this association shall be, President, Vice-president, Secretary and Treasurer. The office of Treasurer and Secretary may be combined. Directors-There shall be 4 Directors, 1 Director for each of the 203 and 860 area codes, 2 at large. The Board of Directors shall appoint a Web Page Coordinator to serve as a voting member of the Board of Directors. Frequency Coordinator-The Board of Directors shall appoint a Frequency Coordinator (FC) or Coordinators. The FC or FC's shall serve at the pleasure of the BOD and shall at least once a year produce an updated copy of the database to the President. Prior to a new FC taking over he or she will serve a 6-month training period with the cooperation of the outgoing FC. The database shall be equally the property of the FC and the CSMA and each shall have all rights. Board of Directors-The President, Vice President, Secretary, Treasurer and Web Page Coordinator and the 4 Directors shall comprise the Board of Directors. Web Page Coordinator-The Board of Directors shall appoint a Web Page Coordinator to serve as a voting member of the Board of Directors. Officers and Directors shall serve for a term of 3 years after conversion from 2 year terms.. The change to 3 year terms and the following conversion to 3 year terms were approved by the general membership on September 10, 2006. All terms start on January 1st and end on December 31st. Elections: The CSMA general membership shall have an annual election in October, November or December of each year for the terms of office that are scheduled to expire on Dec 31 of that year. Allen Valleo representing the Norwalk Repeater group 147.390 discussed the lack of progress to come to coordination resolution with Rich Ball. He asked that the pair be protected from encroachment by other emitter owners in CT. It was discussed that the recent approval to cross coordinate the 147.390 emitter in Rhode Island will protect this pair from other sites in CT. The meeting was closed at 12.05 pm.
