CSMA Meeting 9/30/2007 Manchester CT The meeting was called to order at 10 am by Paul Gibson, N1TUP. The minutes from November 2006 were read and corrected. The corrected version was approved by those present. The corrected minutes will be posted on the website. The treasurer's report was given. As of 9/30/07 the cash balance was $2589.04. The treasurer also noted that the needed IRS documents were filed to maintain the CSMA 501c3 status. Dues were collected from those present and will be reflected in the financial report at our next meeting. The treasurer's report was accepted. Paul Gibson, N1TUP, gave the presidents report. Since we last met, CSMA has been accepted as a member of NFCC. Paul asked Bruce Marcus to represent CSMA at the NFCC meeting at Dayton this past May. Bruce reported that the big issue discussed was whether DSTAR was a repeater or not. There has been much activity amongst the NFCC membership via the internet on this topic. CSMA has determined that DSTAR is a repeater and will be treated as such. Paul also confirmed that CSMA was listed on the NFCC official website. Bruce Marcus, N1XG, gave the group an overview on how DSTAR works. Paul also discussed with the group recent correspondence he had with Metrocor regarding a dispute over coordination. To date there has been no response from Metrocor to CSMA's August letter. Nominations were had for the two directors at large. Both incumbents, Bruce Marcus and John Spigel desire to be reelected. Their nominations were made and seconded. The election will be at our next meeting. Policy update: It was made and seconded and subsequently passed the following changes to temporary coordination policy and procedure: Going forward emitter owners will have 90 days to install their repeater. Once CSMA is notified that the installation is complete, the 180 day or six month test period will begin. Other business: There was discussion about the website and its ability to be current with the band plans, accurate database and meeting notice. John W1AN the webmaster will look at ways to allow certain officers access to keep the website current. Coordinators report: * CSMA has processed approximately 100 cross coordination's from neighboring councils since our last meeting. * Coordination certificates need to be issued to the following: GNARC 146.775, N1GLA 145.310 * CSMA has denied the move of the W1NLC 146.670 repeater unless a directional antenna is utilized to protect the Mass co-channel repeater. * CSMA denied the trustee & location move of the 146.955 repeater formally NF1E located in Bethlehem to Morris NA1RA. * CSMA has denied a coordination request from WA1IXU for 146.415 / 147.415 D-Star as CSMA does not coordinate any new 1 Meg split frequency pairs. * CSMA has issued temporary coordination to WA1IXU on 448.375 D-Star * CSMA has issued temporary coordination to KA1OYS 224.720 repeater. * CSMA has cross coordinated the following repeater moves from Naugatuck to Prospect, CT. 147.180 W1HDN, 444.200 WA1NQP, 444.550 WA1NQP, 224.460 WA1NQP * CSMA rescinded the coordination for 145.150 KB1DNI repeater for failure to construct & NESMC had requested the frequency pair. * CSMA has advised W1EDH that they need to return their 444.625 repeater to the correct input / output of 449.625 Output & 444.625 Input as it does not meet the band plan in its current configuration of 444.625 output. * The Stamford Amateur Radio Association has applied to re-locate their repeater 146.655 W1EE from Stamford Hospital to a new location at Sterling Farms site. CSMA is waiting for computer generated plots from Stamford to move forward. * Working on cross coordination for the GNARC 448.075 repeater. * Need to work on the back up site for New Canaan 146.475 W1FSM * Still working to get information from all repeater trustees in CT. to up date our database. * ARRL Repeater Directory information is due to ARRL by January 11, 2008. CSMA MUST have all additions / changes no later that December 11, 2007 to allow for time to submit to ARRL. The next CSMA meeting will be on Sunday 11/18/2007.
