CSMA Meeting Minutes 10/19/2008 Paul Gibson, N1TUP started the meeting at 10:00 AM at the conference room at Marcus Communications. Special thanks go to Bruce Marcus for allowing us the use of his facility. * Paul notified the group that John Ahle, W1JMA will be moving out of Connecticut. He'll still be holding the Treasurer's post unit his term ends at the end of 2009, but his seat as Secretary is up at the end of this calendar year. * A discussion of some MetroCor cross-coordination issues was brought to the group. * Since the retirement of Riley Hollingsworth, it was noted that little FCC enforcement is underway, with the exception of major items like Pave-Paws issues. CSMA has an issue standing before the Commission that is awaiting appointment of Riley's successor. * Elections Three posts are currently up for election. Secretary, Vice-President, and Region 203 Director. Rod Lane, N1FNE has agreed to another term as Vice-President and no further nominations were tendered. Bob Meister, WA1MIK offered to fill the post of Region 203 Director. No other nominations were tendered. No nominations were tendered for Secretary. As no other candidates were nominated for Vice-President or Region 203 Director, the group voted unanimously for both candidates. * 440 coordination parameters Dana Underhill, KB1AEV brought forth a point of discussion as to the policy of coordinating UHF adjacent channel repeaters at 10 miles at 25 KHz spacing. Some issues have been discovered with this short of spacing. Dana recommended at least 20 mile spacing, and with further discussion, the group voted for a change of spacing to 25 miles. * GNARC 146.775 MHz Repeater A question has been asked of Dana as to the coordination status and process that the GNARC 146.775 repeater underwent. The question was as to the current power level and frequency. Dana confirmed the process for the relocation of the GNARC .390 repeater to .775 was with the full concurrence of the co-channel repeater trustee and that GNARC is operating within their coordinated parameters. Due to broadcast mix interference, GNARC is asking to test on a 1 MHz split. A 1 MHz split repeater pair in New Canaan currently will be tried on the GNARC repeater to ascertain its viability on a 1 MHz split. The test will not exceed a 6 month trial window. * Web Site Dana asked if the web site could be modified to allow D-Star notations in the PL column. John Spigel, N1AN agreed that could be added, and after further discussion, APCO will also be added as an option. Bob Meister, WA1MIK noted a number of inaccuracies in the web site's database. He brought copies of the download from the site and John Spigel will address this problem. * 145.140 It seems the uncoordinated 145.140 D-Star repeater is causing issues with some users trying to hear an adjacent repeater. As this is an uncoordinated repeater, there is little CSMA can do. * 441.600 It was noted that the 441.600 repeater located in Stamford is not on the air. Discussions mentioned that it may not have ever been on the air. * By-Laws Bob Meister, WA1MIK had obtained a copy of our by-laws from John Ahle and noted some inconsistencies. He noted that while most officers' roles were spelled out in the document, the role of the Directors was not well defined. He also noted that a number of spelling and grammatical errors exist as well. The group agreed that a revision of the by-laws is in order. Bob said he'd be interested in offering suggestions to the document and all agreed they should be brought to the board for review and discussion.
